- Complete the Online Delaware Notary Training Course
- Notaries public are appointed for either a term of two years ($60.00 fee) or a term of four years ($90.00 fee). New appointments may be for two years only.
- Complete the Notary Public Application, and if you are a non-resident working in Delaware, the Affidavit of Nonresident Applicant, then forward your form(s) to the Secretary of State, Notary Division, 401 Federal Street, Suite 3, Dover, DE, 19901, with your check or money order made payable to the State of Delaware. If you are a new applicant, you are also required to submit two letters of reference (see below). Your payment will be returned if your application is not approved.

- NAME OF APPLICANT EXPLANATION
- When completing the name section, you must indicate your first, middle and last names. You may use one initial only for either your first name or your middle name. If, however, you prefer to use both names in full, it will be acceptable. What we wish to avoid is a name such as J. L. Jones. If you have neither a middle name nor an initial, please indicate on the name line: (NMN) Please sign the application at the bottom the same as it appears on the name line at the top of the Application form, and as you want your name to appear on your commission.
- NEW APPLICANT
- You are required to secure letters of reference from two legal residents of Delaware (not related to you) with respect to establishing your character and reputation. Your references should return their letters of recommendation to you in a sealed envelope, which contains their signature on the outside, so that you can forward them to the Secretary of State's Office along with your application.
